Connect Plus operates the M25 and its arterial roads under a 30-year Design, Build, Finance and Operate (DBFO) contract - one of the most complex highway management arrangements in Europe. The network faces high volumes of traffic and must consistently meet strict performance standards for safety, reliability and user satisfaction. Operating in a live traffic environment, the delivery model requires rigorous resilience planning and highly coordinated enhancement works, all while embedding sustainability across its full asset lifecycle.

Solution

G&T has supported Connect Plus across the full procurement and contract administration lifecycle for its collaborative Lifecycle Renewals Framework, which we helped to procure in 2018. Providing Procurement, Contract Management, Cost Assurance, Intelligence Audit & Compliance Strategic Support services, our role has spanned the development of pricing granularity, deployment of cost intelligence tools, audit support, and resolution of commercial challenges to secure financial closure on key schemes. We’ve also provided leadership in contract revisions and future procurement strategy, helping to maintain continuity and strengthen supplier relationships. 

Outcome

Our work has enhanced procurement effectiveness and commercial governance across the M25 Renewals portfolio. Improved cost transparency and strategic supplier engagement have enabled smarter, more data-driven decisions. Connect Plus continues to lead in sustainable operations, transitioning to renewable energy across the network and piloting low-emission technologies such as the world’s first hydrogen-powered maintenance vehicle. With ISO 14001 and ISO 44001 accreditation, sustainability and collaboration are embedded across its supply chain, supporting high-performing, future-ready road infrastructure.
