Challenge
Westminster City Council commissioned the redevelopment of the 1930s Ebury Bridge Estate as its largest council-home project in 50 years. The target was to replace 336 outdated flats with 781 new homes—370 for social rent—while delivering high-quality public spaces, community facilities and retail in a largely low-car environment. Phase 1 required careful stakeholder coordination to maintain resident engagement, secure planning approval, and ensure sustainability credentials, including BREEAM 'Outstanding', ground-source heat pumps, greywater recycling and green infrastructure.
Solution
G&T has been engaged since RIBA Stages 0/1 to deliver Cost Management, Project Management, Employer’s Agent and Life Cycle Costing services. We led cost planning and controlled procurement to align with the Council’s Fairer Westminster strategy and secured funding and approvals. Our project team managed the programme across phases—implementing stakeholder engagement events, managing risk, and embedding social value initiatives such as apprenticeships and community support events. This collaborative approach kept the project on track while prioritising both quality and community outcomes.
Outcome
Phase 1 delivered 226 new homes—including 100 council homes—with enhanced public realm and community facilities, and was formally topped out in a ceremony involving the local community. The scheme achieved planning approvals for Phase 2 and beyond, setting a template for future stages. With sustainability features and social value embedded, G&T’s support ensures Ebury Bridge becomes a low-carbon, mixed-tenure neighbourhood offering long-term housing, public amenities, and professional pathways for local residents.
