Challenge
The Royal Parks sought to re-procure their Hard Facilities Management (FM) and Minor Works contracts to better align with their strategic and operational objectives. The existing contracts were nearing expiration, necessitating a timely and compliant procurement process. The challenge was to identify the most suitable route to market that would meet The Royal Parks' unique requirements, ensure cost-effectiveness amidst inflationary pressures, and provide a seamless transition to the new contract without disrupting ongoing operations.
Solution
G&T was appointed to lead the procurement process, providing comprehensive support throughout. The approved strategy involved conducting a 'restricted' procurement procedure under the Public Contract Regulations 2015. We developed a compliant procurement process and project programme aligned with the challenging timeline linked to the current contract's expiry. Our involvement encompassed soft market engagement, preparation of all technical and commercial tender documentation, and collaboration with the client's legal team to tailor the NEC4 FM contract to The Royal Parks' specific needs. Additionally, we supported the transition to the new contract, ensuring a smooth handover.
Outcome
The successful re-procurement provided The Royal Parks with a new partner aligned to their strategic and operational objectives. The bespoke Hard FM and Minor Works contract, tailored to The Royal Parks' unique requirements, was procured and mobilised in time to meet the necessary timeline. Despite inflationary pressures, costs were maintained within budget. The project also facilitated asset validation and introduced a step-change in strategic asset management across The Royal Parks concerning Hard FM services.
