Challenge
The European Bank for Reconstruction and Development (EBRD) planned to relocate its headquarters to a newly fitted-out building in Canary Wharf. This move necessitated the development of a comprehensive Facilities Management (FM) procurement strategy that aligned with the fit-out project, ongoing FM requirements and the critical path to occupation. The challenge was to ensure that FM services were procured and mobilised in a timely manner to support the seamless transition to the new headquarters.
Solution
G&T provided Facilities & Asset Management Advisory services, working collaboratively with senior EBRD stakeholders to identify the most appropriate procurement strategy. The agreed approach involved procuring a single bundled Hard FM contract, a specialist catering contract and a specialist cleaning contract. We engaged with various stakeholders, including M&E consultants, the fit-out contractor, service contract managers, the programme manager and the sustainability consultant, to ensure that FM services were appropriately specified. We supported EBRD throughout the procurement process, preparing key aspects of tender documentation, including specifications, performance models, KPIs and price books, and continued to provide support during the tender period, including bidder presentations, tender evaluations and contract preparations.
Outcome
The FM contracts were successfully procured and mobilised in alignment with the occupation of EBRD’s new headquarters, meeting the highly challenging timescale. G&T's comprehensive support ensured the delivery of best practice FM contracts that provided clarity and value for money. Additional support during mobilisation facilitated the successful overlapping demobilisation of the existing headquarters, contributing to a seamless transition to the new premises.
