Challenge
His Majesty’s Naval Base Portsmouth (Project Bentham) set out to deliver new and upgraded maritime infrastructure over a 20‑year period. The challenge was to quantify and track the intended benefits—across safety, operability and cost—throughout design, delivery and into operational handover. With multiple stakeholders involved—from the MoD, naval operations, infrastructure teams and suppliers—there was a risk that the strategic value could be lost amid complex governance, evolving requirements and lengthy programme timelines.
Solution
G&T was commissioned to shape and implement a bespoke end‑to‑end Benefits Realisation Framework. We developed a Balanced Scorecard tailored to the base’s strategic outcomes, embedding a “golden thread” from the business case through to delivery and into operations. Our team established clear benefits definitions, assigned accountability, set performance indicators and created reporting mechanisms within the Project Management Office. Our procurement and programme control expertise ensured that benefits were monitored, validated and commercialised at each stage of delivery.
Outcome
With the framework now embedded, Project Bentham has a robust mechanism to track, measure and sustain value from inception to long‑term use. Commercial diligence and transparent governance ensure investments align with strategic aims—a transformation noted by stakeholders as “enhancing programme reporting and benefits‑led delivery”. By keeping benefits front and centre, the Navy is better positioned to demonstrate tangible returns across operational safety, efficiency and infrastructure performance.
