Challenge

Elevate Quarter is a major life sciences development located in Stevenage, adjacent to GSK’s global R&D centre and the Stevenage Bioscience Catalyst. The ambition is to transform the site into one of Europe’s largest life sciences campuses, delivering new R&D labs, GMP manufacturing space, and flexible offices across a carefully planned innovation district. The challenge was to deliver a phased masterplan that supports growth in advanced therapies, while managing technical complexity, stakeholder coordination, and long-term value creation.

Solution

G&T provided Cost Management, Project Management and Employer’s Agent services, supporting the client from early planning through to delivery strategy. We worked closely with key stakeholders to establish robust governance structures, define commercial and delivery frameworks, and manage programme risk. Our team helped shape the phasing strategy and advised on viability, procurement and infrastructure investment—ensuring the development remains financially resilient and aligned with long-term objectives.

Outcome

Elevate Quarter is now on track to become a nationally significant centre for life sciences, health innovation and enterprise. With a clear delivery roadmap and strong cross-sector alignment, the development will bring forward new commercial labs, offices, academic spaces and public realm—unlocking jobs, investment and social value. G&T’s leadership and technical expertise have been critical to progressing this ambitious regeneration scheme with structure, clarity and confidence.
