Challenge

As part of the Royal Navy’s strategic investment in HM Naval Base Portsmouth, a series of technically complex and highly sensitive infrastructure projects were initiated to accommodate the Queen Elizabeth Class aircraft carriers and enhance operational capability. These included the installation of a 68-metre-high heavy lift gantry crane at 14 Dock, the construction of a new Combined Heat and Power (CHP) energy centre, and the restoration of The Parade – a Grade II* Listed accommodation block. Each project demanded careful integration of modern technology into a live, operational naval environment, while respecting heritage constraints and meeting stringent energy and efficiency targets.

Solution

G&T was appointed to provide Cost Management services across all three major workstreams. For the gantry crane, we ensured financial control throughout the replacement of three legacy cranes with a new structure capable of lifting 30 tonnes, supporting the dock’s operational upgrade. In the delivery of the CHP energy centre, which includes three reciprocating gas engines generating 4.5MWe, our cost planning helped drive a low-carbon solution projected to save up to £4 million per year. On The Parade refurbishment, we managed costs associated with extensive stabilisation works including timber roof repairs, slate re-covering, and brickwork conservation—balancing heritage preservation with structural and operational enhancement.

Outcome

G&T’s oversight ensured that each project element was delivered within budget and in line with the Royal Navy’s long-term strategic aims. The upgraded facilities have significantly enhanced the operational capability and sustainability of HM Naval Base Portsmouth. The successful integration of modern infrastructure within a sensitive historic context highlights G&T’s ability to deliver value and certainty in highly complex defence environments, while maintaining quality and safeguarding legacy.
