Challenge

Delivering 550 new homes across four separate sites posed considerable viability challenges due to significant remediation and enabling works. Each site presented unique constraints —ranging from contamination to infrastructure limitations — making it difficult to meet planning policy requirements around affordable housing.

Solution

G&T provided Cost Management services to support the client in detailed viability negotiations with the local council. By clearly demonstrating the financial impact of remediation across the sites, we played a central role in helping to strike a balance between policy expectations and development deliverability. This evidence-based approach supported the planning officer’s recommendation for approval.

Outcome

The robust viability case was put forward to committee and achieved a long-awaited resolution to grant, with a late-stage review mechanism. This approach reflected the ambition of the scheme to bring forward much needed housing (one of the largest developments for Norwich in recent years) and the financial realities on the ground.
