Challenge
The transformation of the Grade II* Listed Old War Office into a flagship mixed-use development presented a complex set of challenges. Located in the heart of Whitehall, the building required extensive structural intervention—including the excavation of a four-storey basement and the construction of a new rooftop extension—while preserving its historic façades and heritage interiors. Delivering a high-end Raffles hotel, branded residences, and multiple restaurants and wellness facilities demanded careful integration of modern services and luxurious finishes within the constraints of a highly sensitive and logistically demanding site.
Solution
G&T provided Cost Management and Project Management services from early design through to completion. Working closely with the client and delivery partners, we oversaw procurement, heritage coordination, and phasing of major structural works, including the basement and rooftop extensions. Our team ensured budget and programme control throughout the restoration of listed elements and the installation of specialist fit-out packages, delivering a seamless blend of heritage preservation and modern hospitality standards.
Outcome
Now open as Raffles London at The OWO, the development offers 120 rooms and suites, 85 branded residences, nine restaurants and bars, a Guerlain spa, Pillar Wellbeing centre, and grand event spaces including the Whitehall Ballroom. G&T’s leadership was instrumental in delivering one of London’s most ambitious heritage redevelopments—successfully realising the client’s vision for a world-class destination that unites history, luxury and craftsmanship.
