Challenge

MEPC aimed to develop 7 & 8 Wellington Place as a flagship office building within Leeds' premier business district. The challenge was to design and deliver 378,000 sq ft of Grade A office space over eight storeys, incorporating 182 car parking spaces, to accommodate a new Government Hub. The project needed to meet the specific requirements of HM Revenue and Customs (HMRC) and NHS Digital, who intended to relocate over 6,000 civil servants to the site, while achieving a BREEAM 'Excellent' rating.

Solution

G&T provided Cost Management, Employer's Agent and Construction & Property Tax Advice services throughout the project. Working closely with MEPC and Wates Construction, we managed the design stages from initial feasibility through to extensive price negotiations to agree a contract sum. Their services continued through the construction phase, ensuring the project remained on budget and met the client's specifications. Our involvement was instrumental in coordinating the complex requirements of multiple stakeholders and maintaining the project's sustainability targets.

Outcome

Completed in 2020, 7 & 8 Wellington Place became the largest commercial building within the Wellington Place masterplan and the biggest ever office pre-let in Leeds. The development successfully delivered a state-of-the-art Government Hub, housing HMRC and NHS Digital, and achieved a BREEAM 'Excellent' rating. G&T's comprehensive management ensured the project's success, contributing to the transformation of Wellington Place into one of Europe's most prestigious new city centre business quarters.
