Challenge
Part of the wider Bicester Eco-Town, the development aims to deliver zero carbon homes alongside employment space, retail, education and community facilities set within a landscaped environment with green corridors that promote walking and cycling. The key challenge was delivering a financially viable scheme that met sustainability policy requirements, affordable housing targets and significant contributions towards offsite strategic infrastructure upgrades, while ensuring the scheme remained deliverable.
Solution
G&T is providing Cost Management services for the scheme. We supported negotiations with the Council and its independent cost consultant to secure a viable Section 106 package. Detailed cost analysis of a range of sustainable design and installation options was undertaken to determine the most effective route to achieving net zero carbon, helping to balance sustainability targets with the need to maintain affordable housing provision and infrastructure contributions.
Outcome
The collaborative approach enabled constructive dicussions between the council and client with a view to ultimately agreeing on an appropriate Section 106 package, helping to unlock this strategically important site and enabling the delivery of much needed homes. In the longer term, the scheme will also deliver serviced parcels for community uses including an eco-pub, senior living, employment space, a primary school and a health centre, alongside extensive areas of public open space that support the long - term sustainability of the development.
